On June 23, 2025, the Portuguese government introduced a draft law proposing major changes to its Nationality Law—changes that could significantly impact foreign investors, expats, and other residency holders.
The most notable proposal is to increase the minimum legal residency period required for citizenship from five years to ten years for most applicants. Nationals from Portuguese-speaking countries (CPLP) would be eligible after seven years. Importantly, the proposed law also shifts the start of this qualifying period to the date the first residence permit is issued, no longer the application date.
Additional naturalization requirements are also on the table, including A2-level proficiency in Portuguese, a civic knowledge test covering culture, rights, and duties, and a clean criminal record. The government also aims to close the popular Sephardic Jewish ancestry route to Portuguese nationality.
While the draft law is not yet in force, it is now before Parliament and may undergo debates, amendments, and political negotiations. For those considering Portuguese residency or citizenship—especially through investment routes—this may be a critical window of opportunity before more restrictive rules take effect.
